The UK housing market has been focused on BS3621 for locking of final exit doors because UK insurance companies more often than not specify this standard. In fact insurance companies often make the fitting of 'BS3621 locks' on final exit doors a condition of cover and they can refuse to pay out after a burglary if after the event they find that they weren't fitted.

The publication and implementation of the European CEN standards has resulted in a new version of BS3621 being introduced.

The old standard BS3621: 1998 was in conflict with the new European Standard EN 12209 and has been replaced by BS3621: 2004.

The main difference is that the new standard requires that the bolt extends to 20mm or more whereas the 1998 standard only required a 14mm bolt throw.

From December 2005 manufacturers have to comply with the new standard but suppliers can continue to sell BS3621: 1998 after December 2005 to use up existing stocks.

Insurance companies will continue to recognise all BS3621 versions, they will not expect householders to upgrade. At the moment it's difficult to estimate when the insurance companies will update their security recommendations - many only state 'BS3621' as the locks that must be fitted to the exit door.

A new standard has been introduced for situations where there is a requirement for means of escape (from fire) from the inside without the use of a key while maintaining security from the outside. BS 8621:2004 Thief resistant lock assemblies - Keyless egress.

However some door situations or door materials and design may make these locks unsuitable as they may be vulnerable to attack.
